Former La Crosse Fire Department division chief charged with child porn makes plea

LA CROSSE, Wis. (WKBT) - A former division chief with the La Crosse Fire Department charged with possessing child pornography was back in court Wednesday.

Francis Devine waived his right to a preliminary hearing and was bound over for trial.

He pled not guilty to the charge against him.

Investigators arrested Devine in March after they were alerted to child pornography being downloaded on his personal laptop computer.

According to the criminal complaint, Devine told authorities he had been curious about child pornography and when he observed a photograph he believed was child porn, he had looked at other images also believed to be child pornography in the same thread.

Devine has been on leave from the fire department since his arrest.

He announced his retirement from the department last month effective in June, which city leaders accepted.

He remains free on bond.
