Grand jury indicts 2 area men on child sex charges
Former Altoona superintendent also had been charged in February with sex trafficking a minor
MADISON, Wis. (WKBT) — Daniel Peggs, former superintendent of the Altoona (Wis.) School District who was charged with sex trafficking in February, faces additional sex trafficking and child pornography charges involving a minor.
In addition to more charges against the 33-year-old Peggs today, a federal grand jury in the Western District of Wisconsin, deliberating in Madison, also indicted a Darlington, Wis., man with pornography charges involving children.
Peggs, who was indicted for sex trafficking a minor and a count of producing child pornography in February, now faces superseding charges of sex trafficking a minor, two counts of producing child pornography, one count of possessing child pornography and two counts of receiving child pornography.
The superseding indictment alleges that, from October 2015 through May 2016, Peggs recruited a minor knowing to engage in a commercial sex act; produced two videos of sexually explicit conduct using the minor; possessed a computer hard drive that contained depictions of child pornography and at least one of the depictions involved a minor younger than 12, and that he twice knowingly received child pornography images via text message.
If convicted, Peggs faces a mandatory minimum penalty of 10 years and a maximum of life in federal prison on the sex trafficking a minor charge, a mandatory minimum penalty of 15 years and a maximum of 30 years on each production of child pornography charge, a mandatory minimum of five years and a maximum of 20 years on each receiving child pornography charge, and a maximum of 20 years on the possession of child pornography charge.
The trial for Peggs, who was fired as superintendent after being charged in February, is scheduled to take place on Oct. 19 before Chief U.S. District Judge James D. Peterson in Madison.
The charges against Peggs are the result of an investigation by the Wisconsin Department of Justice Division of Criminal Investigation and U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.
The Darlington man, 36-year-old Alan Liphart, faces charges for allegedly receiving and possessing visual depictions of minors engaged in sexually explicit conduct.
The indictment alleges that Liphart, who already is a convicted sex offender, received a child pornography image via text message on Sept. 7, 2015. In addition, it alleges that he possessed a TracFone on May 25, 2020, that contained child pornography depictions and that at least one of the depictions involved a minor younger than 12.
If convicted, Liphart faces a mandatory minimum penalty of five years and a maximum of 20 years in federal prison on the charge of receiving child pornography, and 10 years on the possession of child pornography charge.
The charges against him are the result of an investigation by the Darlington Police Department, Lafayette County Sheriff’s Office and the Rock Island (Ill.) Police Department.
