Changes to development in downtown Winona following developer decision

A planned mixed-used development in downtown Winona is on hold.

The plans were delayed when the developer decided to not place a hotel in the building.

The new building was slated for space near Winona’s waterfront and has been in the works for more than two years.

The project was the first launched by Opportunity Winona, a partnership of public and private organizations.

Winona’s city manager says the project will keep moving forward.

“The port authority has decided to phase the project and try to do the apartment and restaurant building first and then leave room for the hotel later when it makes financial sense,” said Stephen Sarvi, City Manager for the city of Winona.

The project is different than the Main Square Winona development on Main Street between 4th and 5th Streets.

That project broke ground last August.
