9 arrested in Eau Claire child sex trafficking sting
Undercover officers met suspects, took them into custody
EAU CLAIRE, Wis. (WKBT) — Authorities say nine people have been arrested in a child sex trafficking sting in the Eau Claire area.
On Thursday, October 16 and Friday, October 17, law enforcement officers with the Eau Claire and Altoona Police Departments, the Eau Claire County Sheriff’s Office in conjunction with the Chippewa Valley Regional Computer Forensics Laboratory conducted an undercover operation and arrested nine individuals.
Investigators said they posed as children online looking for sex, or as an adult wanting to traffic a child for sex. Investigators received multiple responses, which included emails, text messages or telephone communication from the suspects. The undercover officers met with the suspects and took them into custody.
The following individuals were arrested as a result of “Operation Child Safe”:
John R. Fyksen, 60
Andrew R. Hayhoe, 33
Anthony G. Steen, 39
Juan A. Lugues Rios, 20
Justin D. Hanson, 28
Donald R. Anderson, 53
Lucas L. Nelson, 23
Chad P. Shiffer, 44
Douglas A. Regal, 42
All of the individuals listed above but Regal were charged with use of a computer to facilitate a child sex crime; child enticement: attempt; and attempted second degree sexual assault of a child: sexual contact or intercourse with a person who has not attained the age of 16 years.
Regal was charged with possession with intent to deliver methamphetamine and possession of drug paraphernalia.
The Chippewa Valley Regional Computer Forensic Laboratory lead agency is the Eau Claire Police Department with the Altoona Poliec Department and the Eau Claire County Sheriff’s Office as partners.
“Our agencies will continue to proactively seek out individuals who threaten to victimize this vulnerable segment of our community,” Eau Claire police stated in a news release. “The Wisconsin Department of Justice-Divison of Criminal Investigations is an important partner in this ongoing effort.”
