MADISON, Wis. (AP) -

A state appeals court says a judge's remarks to a newspaper didn't mean she was biased when she sentenced a sex offender.

Brown County Circuit Judge Sue Bischel sentenced John Broadnax in 2012 to 25 years in prison on a child sexual assault charge.

Broadnax argued Bischel was biased. He pointed to statements Bischel made to the Green Bay Press-Gazette the day before he was sentenced saying criminals have little character and she was growing angry with people because they don't change.

The 3rd District Court of Appeals ruled Tuesday a reasonable person wouldn't construe Bischel's remarks to mean she's biased against defendants. The court said Bischel was expressing anger toward repeat offenders and Broadnax had never appeared in front of her before.

Broadnax's attorney didn't immediately return a message.
