Recycling rates have skyrocketed in La Crosse and Onalaska with the new single stream service, but Harter's and Green Circle Recycling has had to ship it more than two hours away due to the weather slowing construction.

Green Circle Recycling’s business development coordinator Matt Harter says the new recycling center is about 30 days away from operation. Some mechanical pieces still need to be installed and the controls need to be wired.

In the meantime, the bulk of the material is being trucked to Whitewater to be processed.

"You know, delays happen and we gotta do what we can to get around them and keep things moving along,” Harter said. “At this point we are hurting a little bit getting the stuff out of the area and getting it processed elsewhere.”

La Crosse and Onalaska combined recycled nearly 330 tons in the first three months of the year. That's more than double the numbers from 2013.
