LA CROSSE, WI -

La Crosse Mayor Tim Kabat is ready to release his first budget since taking office.

The 2014 proposal would decrease property taxes by about eight cents. It provides a 3% wage increase for city employees, keeps the south branch library open, and adds three new police officers to the force.

Kabat says it relies heavily on past funding that went unused and doesn't tap into the reserve fund. "This is a very good budget, it's a very good message to be able to stand here and say to our residents and our citizens that we are holding the line, that was a pledge and it is going to reflect that in what people see when their property tax bills come due," said Kabat.

The mayor's proposal heads to the Board of Estimates next week before going to the full council.
