A mother charged with tying her 2-year-old to a bed while going to run errands admitted to police this wasn't the first time she had done this, according to a criminal complaint.

Katrena Salmon, 22, made her initial appearance Monday in Dane County court on one charge of child neglect.

According to the complaint, Salmon told police she tied the twine to the toddler's hip area, and tied the other end of the string to the foot of a bed. She left her child watching TV, while she went to go fix her computer and pick up her daughter from school, according to the complaint.

Police said a snowplow driver was clearing snow on Sunfish Court when he spotted a 2-year-old child out by himself wearing only a diaper and a T-shirt about a half hour after she said she left her apartment.

In the complaint, Salmon said she told police she had left enough length on the rope so the child could reach the TV. Salmon said the deadbolts on the front door were locked, but the child was tall enough to reach them and knew how to open them.

According to the complaint, Salmon admitted to tying her child up about 6 times, because her child gets into everything and will open the fridge or touch the stove while she's making dinner.

She also admitted to leaving her 6-year-old at home to keep track of the child, according to the complaint.
