WINONA, MN (AP) -

An investigation has failed to determine what caused a fire that devastated an older section of downtown Winona earlier this month.

Assistant Winona Fire Chief Jim Multhaup tells KAGE Radio authorities are certain the fire originated between the ceiling and roof of the Winona Islamic Center.

While investigators focused on a possible electrical cause, Multhaup says no final ruling was made on the fire's cause.

Authorities don't believe arson was involved.

The Sept. 13 fire destroyed two buildings, including the Islamic Center, and heavily damaged a third. No one was hurt.
