CEDAR RAPIDS, Iowa (AP) -- Relatives say a Cedar Rapids man accused of attempted murder snapped after years of property damage, racial slurs and hatred.

Forty-two-year-old Joseph Pham has been charged with attempted murder. Police say he shot a 39-year-old neighbor on Saturday.

Cedar Rapids radio station KCRG reports that police say the shooting stemmed from a disagreement between the men. Pham's family says the dispute started years earlier and even led to a lawsuit by Pham against a former neighbor who also harassed Pham.

Pham's daughter Kathie says her family is of Vietnamese descent. She says the neighbors told them to go back to Vietnam because they weren't wanted in America.

A Linn County jailer said Pham remained in custody on Tuesday. Pham's lawyer didn't immediately return a call from The Associated Press.
