It's been almost 3 years since a tragic discovery
on the Mississippi River near Winona..
A family out boating came across the body of a newborn
wrapped in a bag.
floating in the river.
To this day.
the case still remains unsolved.
News 8's Keely Arthur spoke with the lead investigator
and joins us now with an update..
The unidentified newborn became known as baby Angel
after investigators found angel figurines inside the
bag with her body...
Members of the winona county sherrif's department
say they won't stop until they find anwers and peace
for baby angel, but they say they need the public's
help to do that.
it's been heart wrenching
September 5th 2011 is the day Kraig Glover says his

i was the first officer on scene with the boat patrol
and a family had discovered a bag floating on the
river and what they discovered was a yellow canvas
bag, they opened it up and inside that bag was a plastic
bag which contained the remains of a new born baby
The investigation determined the baby was not born
in a hospital, because of the condition of the body.
Investigators say the newborn was no more than a day
old before she was placed in the bag..
They focused on the the unique items found with the
baby...a t-shirt, angel figurines, and distinct bags.
it's not a really well known area in mexico but manzanillo,
mexico was embrodered on the bag so that is significant
in where the parents could be.
the plastic bag that the baby was wrapped in, is something
you'd get from a motel it's not something that i think
you would get from a grocery store.
Despite the unique case and evidence Glover says most
of the time he's coming up empty handed
i couldnt even count the number of people that we've
spoken with and investigated to hopefuly locate somebody
or someone that knows anything, so it's been hard.
After eight months with out a solid lead.
The winona county sherrif's department and other community
members donated money to have Baby Angel buried in
a nearby cemetery.
Glover still visits her often and says his life's
goal is to solve her case.
we did just kind of adopt her as part of our own family,
we just want to give her the respect that she deserves."o
There has been a lot of speculation regaurding the
ethnicity of the child...while it was orginally reported
that the baby was caucasion, the cornor is now saying
that it is undetermined.
