County of Orange
1994: Orange County, Calif., one of the richest counties in the U.S., files for bankruptcy protection due to investment losses of about $2 billion. The county lost at least $1.5 billion through high-risk investments in derivatives, leading to criminal charges against county treasurer Robert Citron.
